Belgium has six governments. Following its politics in a second language is hard enough without also having to work out which one is being talked about.
Belgian politics is genuinely complicated, and not because anyone is being obscure. There is a federal government, then governments for Flanders, Wallonia and Brussels, then separate ones for the French and German-speaking Communities. Education, healthcare, transport, housing and tax are split between them in ways that do not line up neatly, so a story about school reform and a story about income tax are often stories about entirely different administrations.
Add to that a party system where every family — liberal, socialist, Christian democrat, green, nationalist — exists in a Flemish version and a French-speaking version that do not stand against each other, and a federal coalition is normally five to seven parties negotiating for months. The 2019 government took 493 days to form. That is not an anecdote; it is the shape of the thing.
