Who issues weather warnings in Belgium?

The Royal Meteorological Institute, the RMI (KMI in Dutch, IRM in French). Its warnings are published nationally and into MeteoAlarm, the European alerting system, which is where this page reads them from.

Does a code orange close schools or stop trains?

Not automatically. A code orange is a warning, not an instruction: schools, employers and transport operators each decide. Train services are often reduced pre-emptively for wind and snow warnings, which shows up on our trains page.

How often is this page updated?

It re-reads the warning feed every five minutes, and shows the time it last checked. Expired warnings are dropped rather than left on the page.
