The Royal Meteorological Institute, the RMI (KMI in Dutch, IRM in French). Its warnings are published nationally and into MeteoAlarm, the European alerting system, which is where this page reads them from.
Not automatically. A code orange is a warning, not an instruction: schools, employers and transport operators each decide. Train services are often reduced pre-emptively for wind and snow warnings, which shows up on our trains page.
It re-reads the warning feed every five minutes, and shows the time it last checked. Expired warnings are dropped rather than left on the page.
Warnings often arrive with transport disruption attached — reduced timetables for wind and snow, cancelled flights, closed schools. Those are on our trains page and disruptions page.
